You don't need a 2nd tier because it's angled. And putting pedals sideways is fine, no reason it being a pedaltrain forces you to do that. I don't think the Pedaltrain idea is bad at all, it's just different and in case you didn't figure it out you also save weight as well as having the flexibility of routing cables under the board.
