Man this one was a challenge for sure! What Neil Young does is drop the top and bottom strings to D then he drops ALL the strings down two whole steps. This creates a definite mood and lots of string buzz which is intentional and the way Neil plays it. I also let my fingers go loose on this one. Love this song. It is my favorite from the Greendale CD. Also performed solo acoustic on the CD:
