Well since the CD is what you're hoping to sell why give the whole thing away? It isn't like samples of soup or industrial strength cleaner where giving away a free can or bottle will hopefully get people to buy 20 or 30 more over the coming months or years. A CD is a one shot deal for most folks. Each one you give away is potentially one less customer to sell to. I believe in giving away tracks-if they like two or three tracks they might well buy the entire CD. It's working for me- I have some free tracks up at download.com and myspace. I sell CDs all over the world. But once they have the CD what's left to buy? Out of the 5k or so CDs I've sold very very few people have bought each one more than once. The era of selling CDs may be dying but it's far from dead. And don't forget you could also be selling your non-free tracks digitally. Hard to do when you're giving it away.

CD sales may suck, and they're going to get worse, but they're not going to just disappear. I'm still selling CD's at shows. If you look 5 years down the road, and I'm at a venue and I hear a band and I like them, I'm still looking at going to their merch table and seeing their CD there. I don't see that changing. And I too subscribe to the "give away a couple of songs online" theory.
