A mild kind is all that's needed, don't go for the heavy abrasive stuff. This will clean up the metal. If the pads are no good, he'll have to take it in and get them replaced. He should also get some pipe cleaners and go through all the holes and clean them out. If he has a cleaning kit, it'll have brushes that work too. Hardware stores should carry everyday brands, which will likely cost less but may be rougher. If he goes for one of those, just make sure it's the mild stuff.
