    Well, it took different forms, but it's been around for a very long time.

    The church was heavily involved in charity work. Prior to the American revolution, the church tended to be closely tied to the government and thus acted as a de facto government entity. This is part of the reason we wrote our constitution to bar such entanglements - the mandated membership and tithing common in Europe were effectively another form of unrepresented taxation.

    Second, entry (or conscription) into military service was seen as a way to provide for unemployed but able-bodied men (and convicts).

    There are more examples, but you get the point.

      In New England, we have local governments that predated the Revolution. Records surviving from those days show that government assisted the indigent.
