Recording laptop question.

I'm buying myself a new laptop soon, for studies and recording. A Windows one, since I need to run Visual Studio, MATLAB, Mathcad (and some of that stuff cannot run on Mac OS X. Besides, there's the price thing :))

Question is - I have enough money for an i5-450M one with 4 gigs of memory. Is that enough to

a) use Guitar Rig in a live situation (won't be using tons of delays/reverbs, I've got the M9 for that - just two amps/cabs and that'll probably be it)

b) record stuff? I plan on using Reaper, and I won't be using a lot of plugins in real-time (except some soft synths here and there). Also, does Reaper have a freeze function (like the one in Logic)?

Also, do I have to use an external HDD when recording? (I think Phil mentioned it somewhere). I was planning on buying one anyway (keeping the main software and music on the laptop, and keeping the music software/films/recordings on the HDD).
