How would you solve this problem?

If you play the file and it comes out pitched up or down:

The old wave editor CoolEdit is good at this sort of thing. Open the file, choose edit->change sample rate, play it to make sure you changed it right, then save the file with a new name. Cooledit writes a new WAV file header with the new sample rate in it.

 

If not: You need to resample the file. Takes a long time... It'd be better (and probably faster) to re-record if possible, unless you have resampling hardware in your PC.
