and you have accomplished your lack of legislative output in a shorter period of time, so there is the efficiency factor as well.

If you are measuring solely by the number of bills passed, then Republican Bill Young must be your favorite rep, because he's had 73 bills signed into law by the president in his time in office. The top ranking Democrat is Charlie Rangel (11 total House ethics violations), with 38 bills signed into law. Is Bill Young your hero?

Your failed logic doesn't stop there. House reps can't be judged for what the Senate does, so it only makes sense to judge their "effectiveness" by which laws pass the House.
House Minority Leader Nancy Pelosi has had 6 bills become law, to Ron Paul's 1. Pelosi has had 9 bills pass the House, to Paul's 2. That's a minority leader and former House speaker of all people.
