Cruise ships are often called "Cities at Sea" because they are. When you have between 2500 and 7000 people on a ship, you have a city. Crew come from all over the world, many are insanely poor compared to Americans and you WILL get some that act on it, though the vast majority don't. With millions of people cruising every year, and THIS incident happening 14 years ago, you have to know that there WILL be incidents, problems, crimes, and violent crimes. But, I suspect if you look at the crime rate per 100,000 passengers and crew for a year, you'll see a MUCH lower rate than in similar cities and town.

The excursion we went on to Goff's Caye was amazing. Cruise ships don't dock in Belize, they anchor offshore, I believe because of the reefs...so everyone leaving the ship has to catch a tender. Our tender was a snorkeling boat. About 1/2 mile or so from Goff's Caye all those who felt up to it could go ahead and get in the water and snorkle around the island and then go ashore. Guides were with you the whole time. The reefs there are amazing...we say all kinds of fish including sharks and several different kinds of rays...I even caught a lobster...took three or four hours to make it to shore. Just an amazing excursion..that's why we're doing it again.
