Most people who become cops are either bullies or have short man syndrome with a bad attitude to match. There might be a few good cops but most are only different from the criminals because of the badge that they wear.

Highway patrolmen are tax men with company cars and only seek to generate revenue with 5mph over speeding tickets via radar guns. They cannot be bothered to actually get dangerous people off the highway because that takes effort and thinking.

Cops were bad before 9/11 but the USA PATRIOT ACT has given them too much power.

I disagree with the "most people" part. I've had some really cool cops let me out of speeding tickets when I was clearly speeding.
