Its obvious i know, but cables have to be 1st class to enable complete transfer of data.
MidiOX is good, but it does need slowing down to the M1.
Your USB midi controller has to be a decent sort otherwise small packets may not get through, any costing under £20 or $30 is gambling, though some peeps seem to do OK with some of them. They are fine for normal midi comms, but twisted cables, badly soldered controllers (ie, made in china), unscreened cables, dirty midi sockets/plugs, magnetic flux from nearby power sources....all combine to stop small pieces of data from getting into or from the M1 synth.
My sysex configs delays are 400 and 100 respectfully, (as of 2012 super fast PC's) buffers 100 and 4096 resp. I'm using top grade cables and my Lexicon Omega midi interface/controller to down/upload stuff to my M1.
To anyone who can get some stuff downloaded only shows that the computer and M1 can communicate, but the interface is not getting through enough data, thats either cables or delay/option settings or both.
