Does someone know what drillbit is best for this? Does anyone know where you can buy a pedaltrain with the jacks already installed?

I would use a step drill bit, and drill the hole to size from each side. A twist drill will grab when the point breaks through, and can cause the drill to wrench out of your hands.

surely you know someone who is a handyman or repairman or diy enthusiast or something who's got one. still worth the $40 even if you really want this imo

You can get a set of two stepped drill bits from Harbor Freight for like $15.
They are great for drilling pedal enclosures too. (Harbor Freight even has a serviceable drill press for like $70ish, but that wouldn't be useful for the pedaltrain)
