        also you can visit kvr,vstclub etc,download all the vocoders and...decide which one is best for you..!!

          I'm looking for a particular sound, I think it's vocoder but I'm not even sure

          In the song "Index" by Steven Wilson at 1:19, do you know a VST Vocoder (or any kind of effect) which can get me close to this vocal sound?
