Before I asked the question here, I looked into finding the dating information myself on those very sites, but to no avail. I even wrote to the company, but simply got one of those sites, too. When I replied to that company's email, well,... I still haven't heard back yet. So I thought I'd try this site, since it is very detailed. The first # was a 3, but of a different script than the serial number ( a round top 3 this time, as opposed to the flat top 3 of the serial number), then, next, the top circle of an 8, and then several more number too obscure to make out.
