Power chords are also double-stops - IOW two notes played simultaneously, but a specific type of double stop. In the case of a power chord, they're usually the root and 5th of the chord, played on the lowest two or three strings. Other (non-power chord) double stop pairings are possible too, and they can be played practically anywhere on the fretboard. Thirds and Sixths are also very common.
