The signal is gained up but its also clipped. You'd be right if that gain was clean boost. You'd smoke the preamp of an amplifier. Most drive boxes like this are run with a 1:1 zero gain output when compared to bypass levels feeding an amp or maybe a couple of dB boost for lead parts.
