Xacto knife along both sides of where you want it cut. Put the scored line along the edge of a table and break it off. A Dremel causes a lot of bad-for-you dust.

When making the cuts in the strips, use a drill bit and twist it by hand. Once you see the copper traces are no longer touching, give it a few more twists to make sure.

When your doing the cutting, mirror the layout on the computer so you don't have to flip back and forth, increasing your chance of cutting the wrong copper line.

Nope. Worst case you'll fry something, but with just a slight difference in value you'l just get a minor different in output signal/sound, if anything at all. Someone more knowledgeable should comfirm/correct that though, I'm not much of a electronics expert myself.
