    I don't know the answer to the OP's question but for many years I believe that an unemployment rate of anything under 5% was generally considered to be near full "structural" employment. This varies with the times. 

    There is an inverse link between unemployment and inflation.

    Draw whatever inference you will from that.

    When all those willing and able to work have jobs that is said to be full structural employment.

    Milton Friedman did some exhaustive research on the subject.

    I would say they are not so much as lazy but I would say they are not hungry. If you are a healthy individual with basic talents and you are hungry you will find a way to feed yourself.

     

    BTW, I think we are soft. Too many safety nets.

      Some truth to that, but I've seen the other side where people work so hard to the point of the insane. Either extreme is bad. If we do extremes I'd do the easy life rather than slavery.
