So what percentage of the unemployed are just lazy??
I don't know the answer to the OP's question but for many years I believe that an unemployment rate of anything under 5% was generally considered to be near full "structural" employment. This varies with the times.
There is an inverse link between unemployment and inflation.
Draw whatever inference you will from that.
When all those willing and able to work have jobs that is said to be full structural employment.
Milton Friedman did some exhaustive research on the subject.
