    Washington state Rep. Joe Fitzgibbon (D) has a novel idea: now that marijuana is legal in the state, he wants people convicted of minor, state-level marijuana offenses to get a clean slate.

      Excellent. 

      Prosecuting and punishing minor marijuana offenses is a waste of time, resources and law enforcement effort.

      Drug conviction and human processing / incarceration is a HUGE business.  People are making millions off this business, and they make campaign contributions.  Money talks, fair play walks.
