License versus Publisher royalties

short answer:

PRO=Performing Rights Organization, such as ASCAP.

Licenses are fees paid for the use of copyrighted materials.

Publisher's Royalties are the % of the royalty payment that goes to the publisher of copyrighted music when recorded and distributed.
