Damper pedal controlling volume issue on Roland RD300sx and DP10

I've been having trouble with my keyboard (Roland RD-300sx). When I plug the damper pedal (DP-10) into the damper input it no longer dampers/sustains the sound, rather it controls the volume. When the pedal is depressed sound comes out at a higher volume and is sustained, when the pedal is not depressed, little to no sound comes out. So it seems like the pedal is controlling the volume more than sustaining.

I read through the manual and can't seem to find what the problem is. The damper's settings can only change the polarity, which isn't my issue (and didn't help). I plugged the pedal into another, simpler keyboard and it functions properly. I performed a factory reset and it is still doing this.

Any thoughts?
