In a crappy strat I noticed the white wire leading from pickups to input jack had been severed.

I can strip and reconnect both ends, but what should I do at the new spliced connection...solder...tape...???

Google up a beginners guide on soldering. There are some important items when it comes to prepping a connection, tinning the solder iron tip, using the right solder then heating the connection before applying the solder. The metal must be hot enough to melt solder before you apply the solder so it bonds with the metal. Failure to do so leads to a cold solder joint that wont make a good electrical connection. Overheating is just as bad because it can damage the components. Soldering a simple connection takes about 5 seconds when done right. Everything else if preparation for that being done. Only use 60/40 rosin core solder designed for electronics too. Never use plumbers solder and rosin designed for pipes.
