I read here some kids can mimic the stair step effect but this is way less obvious - even though it's obviously a highly developed sound. Not really concerned with the fraud angle. I've heard it way more than once. I think that really is her voice, especially because the timbre of her speaking voice is so similar. Pretty impressive, actually.
