New Take on Marching Chops!

Could someone enlighten me? Why is it marching bands use these ultra deep snare drums, but they are damped so much and tuned so high that they sound like cardboard boxes? Does it project better that way, or do they do that to not interefere sonically with the bottom end of the band?

I have no clue. Please help! LOL!

High tune for best bounce and acoustic projection. I think the Swiss or Scots or Brits invented this but not the Germans, French or Russians.

Deep drums for resonance, amplification, and when you had to make 'em yourself by hand, easier to make.
